Biography of
John Hritcko, Jr.
Shell Oil


John Hritcko, Jr. is Senior Vice President of LNG with Shell US Gas and Power. He is also the Regional Project Director for Broadwater Energy. In this role, he advises on all project matters and is responsible for coordinating and implementing the public review of Broadwater’s plans with federal, state and local government representatives, regulatory bodies, utilities, residents of the region, non-governmental organizations and commercial users of Long Island Sound.

Mr. Hritcko has family ties in New York, having been born and raised in the Southern Tier Region of Upstate New York. He attended public schools there and graduated in 1977 with a Bachelor of Science Degree in Civil Engineering from Cornell University in Ithaca, NY. He moved to Houston, Texas to begin his career in the energy industry. Hritcko later earned a Master of Business Administration degree from the University of Houston.

Mr. Hritcko has spent his entire career in the U.S. natural gas industry and has an extensive background in LNG-related activities. He began work in 1977 as a Planning Engineer for Tennessee Gas Transmission Corporation, an interstate gas pipeline subsidiary of El Paso Energy, formerly part of Tenneco, Inc. He joined the Columbia Gas System in 1981 and served in various positions of increasing responsibility in such diverse functions as gas transportation and exchange, rates, financial planning and analysis, and marketing. In 1993, Mr. Hritcko was placed in charge of the marketing and regulatory affairs section of Columbia LNG Corporation, then owner of the idle Cove Point LNG receiving terminal located in Lusby, Maryland. The Cove Point terminal was reactivated in 1995 as a domestic LNG peak shaving facility. A few years later, he played a key role in the reactivation of the LNG import services at Cove Point and directed the regulatory and commercial activities that eventually became the basis for the import operations now underway at that terminal.

Mr. Hritcko joined the Shell Group in mid-2000. In his most recent position as Vice President, LNG for Shell US Gas & Power, his primary focus was on Shell’s strategy to develop LNG import capacity into the U.S. market, interfacing with regulators and policy makers concerning LNG matters and assisting with the management of Shell’s LNG interests at the Cove Point and Elba Island terminals. He has testified on LNG matters before the Federal Energy Regulatory Commission. He led the LNG Sub-group for the National Petroleum Council during its recently released 2003 Natural Gas Study for the US Department of Energy. Mr. Hritcko also served as Chairman of the Technical Committee for the Center for LNG. He has frequently spoken on LNG matters before industry related conferences throughout the US.

Mr. Hritcko has been married for 26 years to his wife, Evelyn and currently resides in Sugar Land, Texas. They have two sons, George, who is a recent graduate of Virginia Tech, Blacksburg, Virginia and John, who attends Stephen F. Austin State University in Nacogdoches, Texas.

Cynthia M. Crooks
FPL ENERGY


Ms. Cynthia Crooks is Project Manager for Wind Development for FPL Energy. She has been with FPL Energy and Florida Power and Light Company for 20 years holding positions of increasing responsibility in areas of fuel supply, corporate contracts, fossil power generation, and wind energy construction, operations and development.

Ms. Crooks has worked in the wind energy sector for FPL Energy for the last five years. Her involvement/projects include construction support for over $2B in onshore wind energy investment, management of ongoing warranty issues with wind turbine supply, and wind development activities in the US and Canada. She is presently the Project Manager for the development of the Long Island Offshore Wind Park.

Ms. Crooks holds a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh, and a Masters of Business Administration from the University of Denver.

Biography of
Elizabeth McCarthy
Chief Financial Officer – Long Island Power Authority


Elizabeth (Libby) McCarthy is the Chief Financial Officer of the Long Island Power Authority (LIPA), a public power agency serving 1.1 million retail electric customers on Long Island, New York.

Prior to joining LIPA in July of 2003, Libby was Group Vice President and Chief financial Officer of DPL Inc, an investor owned public utility holding company. Ms. McCarthy was previously a partner with PricewaterhouseCoopers LLP, specializing in energy industry mergers and acquisitions and, while there, was one of the original team members involved with LIPA’s purchase of Long Island Lighting Company’s (LILCO) retail electric system six years ago.
